If there's no redness or swelling around the bumps, then it may not acne. You could be looking at some kind of a viral breakout.

I'm assuming those are whiteheads. Whiteheads are very difficult to treat and are quite stubborn per your description. I've found out a way to get rid of them.

If you go on ebay, search for 10% salicylic acid. There are a lot of sellers selling this, but I recommend this guy named 'theoriginalskinstore' or something like that. Normal acne treatments use a lower concentration of this acid to unclog pores, but 10% is very effective for the treatment of whiteheads and blackheads. It will sting a little, but the whiteheads will practically ooze out. Good luck.

Keep your face a little dry as oiliness is one of the major causes of pimples.Wash your face with a normal soap, morning and evening.Use soap mainly on the upper half of the face, more precisely on the T-Zone,which is made of the forehead, nose and naso-labial folds.Do not use it excessively.

Avoid/reduce all oily creams, sunblocks, cosmetics and hair oils.
