When to start treating acne?
Since everyone gets acne at some time, i believe that there is no "correct" time to treat it. The best advice is to take action when you think it is out of control. This can be when severe acne flares suddenly, mild acne that just won't go away, or even when a single pimple decides to show up the week before your prom or wedding. The decision is yours.

I think it depends on what you mean by treatment? If treatment means using some type of lotion or just a face wash, I say that you should use them as soon as possible, before the situation gets out of control.

Acne can happen anytime and at anyplace. No can predict when it will come so no one can prevent it from coming. The most you can do is to suppress the growth and spread of acne once you find it popping on your face.
